ASTM F963-11 refers to standard consumer safety specification for toy safety.  It covers requirements and contains test methods for toys intended for use by children under 14 years of age. Every ASTM designation number identifies a unique version of an ASTM standard. For example, “F” refers to materials for specific applications. “963” is the assigned sequential number. “11” identifies the year of original adoption or last revision, which is the year of 2011. ASTM F963 became a mandatory rule by June 12, 2012. From then on, third-party testing and certification are required for toy products within the scope of the standard.

The last revision of F963-11 has made it the most comprehensive toy heavy element standard worldwide. It extends soluble element limitations to substrates, in addition to surface coatings as required previously. Its standard is now basically aligned with both EN 71 and ISO 8124 but contains the additional CPSIA total lead and 24-hour cadmium requirements.
